COMMUNIQUE ISSUED BY SOUTH EAST GOVERNORS’ FORUM, AT THE END OF ITS’ MEETING HELD ON SATURDAY, THE 31ST DAY OF AUGUST, 2019, AT THE EXECUTIVE COUNCIL CHAMBERS, GOVERNMENT HOUSE, ENUGU LION BUILDING,
AGREEMENTS:
Joint Air Operation to flush out bandits from all forests in the SouthEast and to make it a continuous one;
1. Restrain foot movement of herdsmen and their cattle from one state to another;
2. Restrain foot movement of cattle and herdsmen from communities to communities across farmIands;
3. Commend Enugu State Governor on establishment of Forest Guards in Enugu State and we encourage the remaining South-East Governors to launch theirs;
5. South-East Governors have banned herdsmen who move about with AK47 Guns and cutlass and we want our Security Agencies to implement same;
6. South-East Governors never invited the Army nor were South-East Governors informed on any of their Operations Python Dance until the operations were already started in the states;
7. South-East Governors to write Mr. President to request for a meeting with him and all the Service Chiefs on security to douse tension in the region;
8. We the South-East Governors acknowledged the safety reasons given by the Hon. Minister of Aviation Senator Hadi Abubakar and we support him [or closing the Akanu Ibiam International Airport to save the lives of our people and our visitors;
9. Hon. Minister of Aviation has assured us that the Akanu Ibiam International Airport would be reconstructed to meet the Abuja International Airport standard. The run-way shall be extended, damaged tarmac rebuilt, new landing equipment with night landing light installed and renovation work shall be completed by December, 2019;
10. Also the Sam Mbakwe Airport in Owerri will be given face lift to accommodate flights that would be diverted from Enugu Airport to Owerri Airport;
11. Palliative and security measures to be worked out between FAAN, Ministry of Aviation, South-East State Governors, Security Agencies and FMoW to ease out inconveniences and make the routes safe through a joint committee;
12. South East Governors have set up two committees to interface with Ministry of Aviation, FAAN. Security Agencies and Federal Ministry of Works:
(a) Southeast Security Committee members with M. Major General Obi Umahi as Chairman;
(b) South-East Project Supervision and Implementation of palliative measures with 5 Commissioners of works from 5 South East States.
Prof. Fted Eze representing Ohaneze Ndigbo, Atch Bishop Fred Ede representing Clergy and representative of Nzuko Umunna Engr. Chris okoye as the Chairman;
(c) South-East Governors inaugurated her jolnt security committee to be located in Enugu State. The Committee Members are:
(i) Maj. Gen. Abel Obi Umahi – Chairman
(ii) Capt. Awa Agwu – Member
(iii) IGP 0gbonnaya Onovo – Member
(iv) CP lkechukwu Aduba – Member
(v) Mr. Raymond Nkemdirim – Member
13. South-East Governors and Security Agencies to patrol all routes leading to where flights will be diverted from Enugu and also provide escorts to all travelers to the airports;
14.50th East Governors appreciate the representatives of Hon. Minister of Works and Housing and MD of FERMA. We however request that we be informed on the palliative measures on our routes to Owerri and Asaba Airports.
